AFRICA BLUE ECONOMY ROUNDTABLE APPOINTS DR. AMENYA KARTAY AS HEAD OF ABUJA LIAISON BUREAU

Abuja, FCT – The Africa Blue Economy Roundtable (ABER), sponsored by the BRACED Tourism Promotion and Development Initiative (BTPDI), has announced the appointment of Dr. Amenya Kartay, Ph.D., as Head of its Abuja Liaison Bureau, Federal Capital Territory, with immediate effect.

The appointment, conveyed in a letter Ref: ABER/CONV/APP/HAB-FCT/09/26/008 and signed by the Convener/Founder, Dr. Piriye Kiyaramo, recognizes Dr. Kartay’s distinguished profile as a Development Strategist with an M.Sc. in Environmental Resource Management and a Ph.D. in Leadership and Strategic Studies, and over 14 years cognate experience in the National Assembly of Nigeria.

Dr. Kartay currently serves as Consultant to the House Committee on Ocean and Fisheries on the Harmonization of Maritime and Blue Economy Bills for Parliaments of Gulf of Guinea Member States, Head of the Blue Economy Desk at the African Union Agenda 2063 Diplomatic Mission, Abuja, Executive Director of the Environmental Resource Innovation and Development Network (ERIDN), and Initiator of the International Clean Air for Blue Skies Programme in partnership with the Federal Ministry of Environment.

As Head of the Abuja Bureau, Dr. Kartay will serve as ABER’s de-facto Ambassador to the Federal Government, Diplomatic Corps and Development Partners. His mandate is to transition ABER from a dialogue platform into a recognized technical partner of the Federal Government on Blue Economy.

In his new role, he will lead high-level engagement with the Presidency, National Assembly, Federal Ministry of Marine and Blue Economy and other MDAs, drive advocacy for domestication of continental and global instruments including the AU Africa Blue Economy Strategy, Lomé Charter, Moroni Declaration and IMO Conventions, and facilitate strategic partnerships and MOUs with agencies such as NIMASA, NIWA, NDBDA, NDDC, SSDC, Nigerian Shippers’ Council (NSC), and NPA, as well as with AU, ECOWAS, UNDP, UNEP, FAO, World Bank and Embassies of maritime nations.

He will also establish and head the Bureau as a functional secretariat, coordinate production of weekly Blue Intelligence Briefs and Policy Papers, organize quarterly Abuja Policy Dialogues, lead fundraising and private sector mobilization, and coordinate all ABER national events in Abuja while liaising with ABER’s 36 State Chapters and 54 African National Coordinators.

The appointment is for an initial tenure of 24 months, renewable based on performance.

ABER is confident that Dr. Kartay’s institutional experience, policy expertise and network will significantly strengthen its presence in Abuja and advance its vision of a safe, secure, efficient, sustainable and inclusive Blue Economy where no coastal community is left behind.
